District Officers

A District Officer has one of the most important leadership roles within Toastmasters International. The success of the district, its clubs and the members within each club depends on how well the district officers execute the responsibilities of their office.

Toastmasters International is represented and its mission and vision are carried out in each District by its officers. Every District officer has an unique opportunity – a challenging leadership role as well as a rewarding participation. They are in a pivotal position in the TMI movement and this position enables them to influence the lives of numerous aspirants by motivating them to achieve their goals.

Some of these offices require elected candidates, while some are nominated in practice. The district governor, lieutenant governor education and training, lieutenant governor marketing and division governor are all elected by the district council. Area governors may be appointed by and serve at the will of the district governor, or area governors may be elected by area councils (WHQ recommends they be appointed). The district governor appoints Public relations officer,   Secretary,  Treasurer (subject to approval by the district council).

Tenure: District officers must be appointed by September 1 and serve through June 30 to receive credit toward the ALS award. To hold any elected or appointed district office, one must be a club member in good standing and meet the minimum eligibility requirements.

TMI recommends and expects its District Officials to possess the below-mentioned skills and qualifications.

Oversee all district activities; Build the District Team; manage the district budget;Responsible for the performance of the District – through its various officers; attend numerous Toastmasters events; assure all district and club officers are handling their duties  1 - 12 hours/ week
ALS

 Lt. Gov. - Education and Training

Teamwork; coordination; planning; attention to detail; knowledgeable on most all aspects of Toastmasters.

Coordinate district educational activities - awards,  training;
oversee all contests;
 train and track training contest judges;
 oversee the district conferences

1 - 10 hours/ week

 ALS

 Lt. Gov. Marketing

 

familiarity with demo meetings and club start up procedures and paperwork; club membership building skills; teamwork.

Co-ordinate activities to start new clubs
Retaining existing clubs;
Rebuild membership levels of low-member clubs.

ALS

 Public Relations Officer (PRO)

Expert in communication;  Excellent writing skills;
Adept in managing  various media;
Public Relations skills

Coordinate all PR activities of the district

 District Secretary

Attention to detail; note taking skills 

appointed or elected by the district governor (subject to approval by the district council)

Take minutes of both the District Executive and the District Council Meetings.

 District Treasurer 

Attention to detail; financial/ accounting skills 

appointed or elected by the district governor (subject to approval by the district council)

Assist District Governor in drafting the annual district budget; assure all district financial obligations are handled

 Division Governor

leadership; teamwork; coordination; planning; attention to detail; Adept in all  aspects of Toastmasters especially the duties of Division Governor

elected by the district council

Oversee/ assist the Area Governors within the division; preside over quarterly Division Council meetings; work towards qualifying for Presidents Distinguished Division Accreditation 

1 - 8 hrs/ week

 Area Governor

leadership; coordination; planning; Adept in all  aspects of Toastmasters especially the duties of Area Governor

appointed or elected by the district governor (subject to approval by the district council)

oversee/ assist the Club Presidents within the area; preside over quarterly Area Councilmeetings; work towards qualifying for Presidents Distinguished Area Accreditation  1 - 8 hrs/ week  ALS
 District TLI Chair  teamwork, coordination; planning,
Experienced TLI breakout session leader;
Event Management experience desirable

appointed by the district governor (subject to approval by the district council)

Manage Toastmasters Leadership Institute – through volunteers.(assign and set up rooms, manage registration; clean up facility; obtain break out leaders and assistants; procure and set out food.)
